Help with translation on Navy Ship item

When the IJN commissioned a new ship there were bronze commemoratives made such as this which stated the name and sometimes launch dates, etc. This is just the base - i am working on getting the bronze ship which fits into it. I believe this base is from the Takao heavy Cruiser family. Can someone help me by translating the Kanji in the attached photos?

Yes, that is exactly what it is, actually for the Takao herself. It states: Takao launching commemorative May 12, 1930 (Showa 5 5 12)
