Blue Japanese Navy cap .....questions

I have, what I believe to be, a WW2 enlisted man's winter-blue navy cap. There are some characters and number "5/31" stitched into the cap. Was this the owners name and unit he belonged to?

All I can make out is the stitching .... can't tell anything else, except it's a navy hat.
