I don't see anything on it that would signify it being an issued piece, but items like it could have been sold at the IJA equivalent of the US PX stores or even sent in Imon bukuro from home.

I have a number of items that were found in an old hoko bukuro, that invariable would have been sent to the soldier from home in a imon. Stuff like cold medicine, creosote pill's, sweets and toiletry items.
