The notation in the scrapbook indicates it is a "Japanese Savings book"

It is a Japanese pay booklet which would normally show disbursement of pay, allowances, etc. Unfortunately it is unissued. Normally, depending on the unit markings, one can trace these back to where they were captured, a lot like the IJA techo.
