Helmet needs ID'

I've had this helmet for some time. I would like to know if anybody can tell me about it. Is it Japanese? I was originally told it was an early Japanese Police helmet, but, I don't know. It's made of felt and has metal fixtures.

sheesh .... that took a long time! Found the same one at Snyder's Treasures

his is a late 1800s Size 6-7/8 C & K maker marked Keystone Cop felt helmet with police precinct numbered wreath insignia This is the real deal!
These are close-up views of the 65th Precinct wreath and 1880 label and a view of the back side.
The hat body is in near excellent condition with part of the leather absent along brim edge & the sweat band liner absent as shown here.
