Model 98 Navy Passenger Parachute

Hi There,
I would like to confirm that this is a Model 98 Navy Passenger Parachute and get some idea about price before it goes for sale on Estand.

I can't see anything saying it is IJN. The note looks like it might be a Parachute Packing Record or Data Card [is it signed inside?].

It says:

傘体丿折疊ハ一ヶ月
一同必ズ實施スルコト

Packing Certificate
CAUTION
By all means pack the body of the parachute once per month.

Its actually a type 89 parachute, its appears to be missing the rip cord assembly cable/locking pin, or its hidden under one of the flaps. Either way it needs to be repacked. A fully packed and intact parachute without the harness goes for approx. $600. give or take in this market. These aren't as popular as the type 97 or type 0 parachutes.
