Translation and assesment on unissued Japanese helmet stars

Hello everyone,
These Japanese helmet stars are being sold as unissued original stars. The stars themselves look suspect to me, as they are constructed a bit differentlt from know original stars. The prongs are different and the color seems off. Also, one is a bit smaller than the others, which means one is too small, or three are too big. They look like older reproductions to me. I am wondering what the package writing translates too, as this may help shed some light on what exactly these are. I don't even know if the writing is Japanese or not. Thanks for any help and input!

That label is total nonsense. Just the top part of a conversion table showing how the various Western measures for length, weight, volume relate to Japanese measures ( Kilograms to kan, Litres to sho, etc.) .
