My new medals bar:

The medals are all fine, but the Showa Emperor medal should be the third from the left. Check to make sure wear on ribbons, etc is consistent. If not, it was probably pieced together. If so, the original owner could have been in error.

I see many sellers in Japan and elsewhere buying the medal hangers and putting medals with them. Not saying this is definitely the case with yours, but the possibility exists.
