Navy cap for evaluation

I know there are a bunch of these navy caps out there for sale, all unissued, and I believe from a Shanghai depot. Is this one of those caps? The anchor looks a little different from most of the ones being sold. Can anyone read the tag inside? Is it a Shanghai cap? How about the three kanji inked outside the box? Thanks for any input you can offer. The cap is not mine, but I am interested in it.
