Direction of writing suggests a sash. It says assistance group. Nothing to indicate military use or to date it as pre-45.

My bad.You're right,it shoule be 補助班 instead of 輔助班 。

Could be a civil defense auxiliary member, as I have seen armbands in this colour scheme in such a connection.
