Help with translation on medal box

Hello everyone,
I have this Russo-Japanese medal box with hand written Kanji on the back of the box. I am looking for help reading what is written on it. Thank you for your time and efforts .

The column on the far right and middle seem to be a date. It looks like Meiji forty-one (1908), 4th month (April), and 23rd day. It is sloppy, but these columns are a date. I hope I am right on deciphering the characters. I am not sure about the column on the left.

You are right with the dates. The left most says Received from Mayor at City Hall

Thank you Paloma man and Nick K. I went to a small military show this weekand and found a couple of goodies. I liked the writing on the box and it seemed like a personalization of some sort, so I picked it up. Now I need to find an orphaned Russo-Japanese medal to live in it. Thanks again,
