Woodwork IJN Signal Flags? Opinions requested

These came to me, of all places, through a coworker. Apparently they were found in the basement of a recently purchased home. They seem to be signal flags of some sort - has anyone ever encountered anything like these before?

Also, any help translating the writing would be greatly appreciated.

Pretty cool they came off the Nagato, does anyone know where there are a list of her cruises to narrow down a time frame?

I didn't realize the red hand imatates a pen in mirror image in Japanese semaphore http://en.m.wikipedia.org/wiki/Flag_semaphore. It seems much harder with multiple movements for each symbol/numeral.

Also I couldn't find any other sets online to reference, what do these go for? 100? 150?? Nice find!!

I found a few shots of my kit...knew I had 'em saved up somewhere. These have Kanji on both the storage bag as well as on the handles of the individual flags. Can't recall if anyone ever translated them for me, however....
