What is this Japanese document?

This document was in a photo grouping of a Navy man who worked for me a number of years ago. He was a diver at Okinawa who helped clear wreckage from the harbor.

It is a Japanese award document. It's for the "First National Census Commemorative Medal". This medal was awarded to commemorate J<?xml:namespace prefix = "st1" ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:country-region w:st="on">apan</st1:country-region>’s first national census.
