It is an average flag for an army recruit with the usual fortunes in battle slogan on top. It is also signed by a village mayor from Kitahama Village, but that means genericlly North Beach Village, which exists in Mie as well as Shizuoka Prefectures, so difficult to pinpoint beyond that.
