Help with this Japanese Flag

I picked up a few Japanese flags and this one is different anyone have a idea
about this one if it is good and value?

It is several items sewn together in the Frankenstein style. The rising sun and golden kite top band was part of a send-off streamer for someone going to war. So it says congratulations for being called to duty. That piece of scrap was sewn to a Japanese flag with edging and a frill. I would say this was a post war modification by an American, who wanted to salvage part of a badly damaged streamer, as no Japanese would see any sense in doing something so disjointed.
