Japanese Military Issue Pocket Knife Can Opener

Hello, Does this appear to be a Japanese military Issue pocket knife/can opener ? It is 80.66mm long and 18.86mm wide closed.
It came from a large Japanese collection.

It is the first one I have ever had, it was a veteran purchase from a very large collection I bought. The veteran passed away a few days ago. And of all the nice pieces I bought, this too me is the coolest. Isn't it funny after 42 years collecting, now it is the little things that put a smile on your face.
