      As for the ink stamp on the inner band, I'm not 100% certain because I cannot see the radical on kanji #2 ... but the only thing that makes sense to me is:

      上納

      Go-gō Mura Jono
      Village #5 Donation [to the government]


      I cannot find a "Village #5" .... but did find a "West #5 Village" in Peiking, China.

      Xī wǔ hào cūn
