Hi Mike-san,

Don't know what kind of medal but, at the back it was hand engraved 80th anniversary for Ura-Machi elementary/primary school.

It is a paper weight, using a post war character in the back and is actually from 1967 to be precise. The obverse is their school badge, and they use the same badge today.
