Questions regarding IJN soft cap identification labels/stamps

I am new to the Japanese forum.
I have always had an interest in IJN soft caps and now that I am contemplating purchase I have a few questions regarding the identification labels or stamps.
On the mid-war sewn-in labels most have all the columns filled in and the cap appears to be used. In the late-war caps where ink stamps replaced the cloth labels, very few appear to be filled out. Now, where the cap is admittedly unissued it is obvious that the label is not filled out. My confusion arises when I see a cap which appears to be used, and is being sold as used, but the columns are not filled out. Is it safe to assume that if the columns are not filled out that the hat was never issued? Or, could it just be that they were distributed quickly during that phase of the war and did not our could not fill them out? Any help would be appreciated

The green late war caps without filled tag was taken from the depots after war. They are unissued.

Thanks for the clarification. That is what I thought.

Japanese were good about filling out the tags. True, issued caps usually have the tags filled in by the owner. sometimes you even find two different names. If you found a worn example with tag blank I'd be carefull. Check for false aging, staining etc. Could always have been worn by returned GI etc

Thanks for confirming what I thought.
On a technical note, what would normally be filled out in the columns? Name, date of issue, rate of sailor, etc. or what?
Was anything required or was it up to the individual? It seems that the caps I see have the columns completely filled up.

Navy tags normally have the individual's serial number, too, consisting of abbreviation for his home naval base, whether he was a volunteer or draftee followed by his number.
