Japanese Banner Identification

Hi Friends - I could use some help identifying / translating the below banner. The dimensions are roughly 16' x 3'.

I do not read the least bit of Japanese, so don't know if this is a restaurant sign or something military-related.

I have put numbers 1-4 in the top left of each photo, which is left to right on the banner.

I apologize that I cannot take a single photo with all of it in it, but it's too big to do inside.

It is Chinese and your numbering is backwards -- should be 4, 3, 2, 1.
