    Sorry ...... but

水華 [Suika -- name of the school-style]
    魂舞

Kon Bu/Mai [or "Tamashii no Bu"?]
    Soul of [traditional] Dance

    日本水華全国大会
Nippon Suika Ryū Zen Koku Taikai
    Japan Water-Flower School All-National Competition

The kikusui [mum/flowing water] design is used all over Japan -- even the swordsmanship style I studied uses it because that is the family-mon of the founder.

ryū - this word is often translated as "style," "school," or "system", but it's truer definition is "tradition". is also pronounced "naga[ru]" and means "to flow".... just as traditional arts are handed down from founder to most recent student~ the teachings of the style, a tradition, "flow".

    Cheers,

I found mention of Suika Ryu on a "Kenbu" website. "Kenbu" is a theatrical sword dance with musical background. Most kenbu people do not know how to wield a real sword. However, some have studied real swordsmanship and can employ good techniques.

      剣舞の流派
      Kenbu no Ryū-ha
      Sword Dance Schools

      It is listed as
      日本水華流土佐派 三世は大谷玄洲。
Nippon Suika Ryū Tosa-Ha. San-sei wa Otani Genshū
Japan Suika Style, Tosa-Branch, 3rd generation [master] is Otani Genshū

If you have direct provenance that the tenugui cloth is from Minatogawa shrine, perhaps the competition was held at the shrine.
