Translation request: Japanese inscription on Chinese Shell

Hello all. I don't often ask for translation help but here we go. This is a carved Japanese inscription on a Chinese wwii shell. Can somebody help me understand this inscription? I'm sure it has something to do with Manchuria.

This is what I can make out. I'm not too certain about the last line:

北支出動記念
Hokushi Shutsudo kinen
Commemoration of Setting Out to North China

昭和十二年七月
Shōwa jū ni-nen shichi-gatsu
Shōwa 12 Year (1937), July


淮尉小口徳道
?-i Oguchi Norimichi [or Tokumichi]
