No markings or stamps? Hard to say if it's Japanese or another country. Construction & materials might be Japanese but I have my doubts. At best private purchase gaiters

There are no markings.
The closet I have come to anything like them is in the book about Japanese Imperial Army and Navy uniforms and Equipments, written in Japanese but with English index. Page 175 photos 698 to 302 shows navy land based leggings and gaitors. Two anklet type pairs have wrap around peices.

I'll look later but most if not all navy items were marked unless, as I mentioned they're private purchase. Keep in mind not everything in books is right or correct
