Japanese helmet shell ?

Dear Members,

I was going through some of my collection and found this Japanese helmet
that I bought from a WW2 about 10 years ago, the veteran died about two weeks after and I never got the chance to discuss the helmet with him.

I just wondered, if anyone knew if it was a navel helmet or army or ???

It has some Japanese characters on the inside and the numbers 351 ?

Anybody, got any ideas.

It IS raining here !!! Cold, wet, damp, miserable weather! I have to wear a jacket today.... (^__^)

Probably something like　警防団 (Keibodan/civil defense and neighborhood watch groups)
