Japanese canteen type and translation help

    Hello everyone,
First off, is this a Japanese Naval canteen? Is it an officers model? Lastly, what is the top kanji character? the rest of the characters I can read as 1 6 5 . Thanks for any help!

    Ho-165

    ホ一六五

The ホ is katakana for the sound "ho" -- and I'm pretty sure it is used like we use A, B, C as troop, company, and other element designations.

Early Navy Canteen as said but it is missing the cup that goes on the bottom.

Also I have suspicions regarding shoulder strap. Might be a replacement/switch from later more common variation. David is correct that bottom cup which went under cover is missing. The cups are extremely scarce so they're commonly missing
