Civilian canteen or early army?

Hi. I know these can be hard but from the look and markings can anyone tell if this is civilian or not? There is a 6 by the maker's mark that I didn't notice until after I put the pictures on my computer. There is some kanji on the strap but I don't know if it's large enough to read.

I can't see the first kanji clearly, but the second definitely is "yama" [mountain].

Yeah, it does look like tani/valley -- I think you're right.

Thanks gentlemen -- I appreciate it. I'll take a better (larger) shot of the kangi today if I can. Is this one a civilian model do you think?
