This army or civil item?

Hi,

The cup was from a Japanese fertilizer company.

Which is a civilian item. Probably pre 1945.

The first pic, it's a poem.

Second pic:

大日本 - Great Nippon

化成肥料 - Chemical Fertillizer

I do have some war-time color Japanese fertilizer prints. They were printed double-sided.
