Manchukuo Empire...
The National colors of the Manchukou state are on it, so I would look in that direction.

I think it is either one of the warlord regimes or one of the Japanese puppet regimes but not Manchukuo, as they used that particular five-color flag whereas Manchukuo used a different version. The red flag with the symbol on it is the flag of the Chinese Army from 1911-1928 (maybe warlords used it until later but I'm not sure).
