登 in a circle, which alone means "To go up" but is probably an abbreviation for some word that has that as the first part.

Your Naval postcard has the postal code: U158 (with what I believe is local code SE44). This code was for the 201st Naval Construction Unit based on New Guinea. Although not related, it is interesting to note that at one time this postal code was used by the Kisarazu Air Group, later known as the 707th Naval Air Group, which bombed Henderson Field on Guadalcanal several times early in the war.
I cannot find that third kanji! The first two definitely are 両万ryo/moro, man/ban [double/both-10,000]. I'm wondering if the third kanji is some variation of 歳 -- but it looks nothing like that!
IF it was 歳 .... the meaning COULD be "Double Banzai" [moro-banzai or ryo-banzai????????] ..... but I'm doubtful that's the correct meaning.
