Its a civil helmet and without the liner , 250usd is to much ,IMO.

Dunno about the pot, but the kanji is 100% correct.

There might be some other possibilities, that the 館警 could be 館山警察 (Tateyama Keisatsu) - Tateyama Police　or 警備隊 (Keibitai) - Guard/Coast Guard.

Most Keibitai personnel were incorporated　under IJN during the war.

Tateyama is a city in Chiba Prefecture.

Tateyama had a famous IJN airbase (館山海軍航空隊 - Tateyama Kaigun Koukuutai). Now a JMSDF ( Japan Maritime Self-Defense Force) airbase.

I think this helmet might be came from a Keibitai individual.
