The Japanese police still use that emblem. I have no idea as to their age or value. Hopefully there will be other comments

In Matsuzaki in Ueno, they have tabs like that. I'm not entirely sure about these but the ones they had were postwar but not in current use.

To me it looks like they both are rank tabs for the Fire Department.

The top tab is for a Lieutenant and the lower tab for a Fireman.
