Ink stamp by the hob nail area looks like 文 with 17 (十七) and the wavy line used by the military all in an oval, inspector's mark. Circle stamped into the leather has Showa 39 date as you noticed already, on the right is "?5 Type", on left is "Su ?", but some characters are unreadable in the photo. Other ink stamp I can't read. 107 is the size.

The kanji says 昭五式=Showa 5 type which was the designation of this type of ankle boot. Pretty incredible that something this early hadn't been issued by 1945
