Silver Translation Help Please

There was a tall tale associated with this piece of silver, that it supposedly came from the Japanese in WW2. But now I've been told that it's Chinese. Does anyone know if this is Japanese or Chinese and have any idea what the translation of it is? I appreciate any help. Thanks.

Chinese is correct. I see them go for $50-$70.
