Can anyone help identify this small pinback badge? Back side has the tube style pin, so I am assuming it is Japanese. Thanks in advance

Some Chinese badges also used tubes to attach the pin on there. I have seen a few Chinese medals taken apart where there is a 上 character to show where top part of the medal is. For this particular one, the 和 probably means "together" where another part of is suppose to attach to it.
There were a few on ebay like this. Only one I have seen has a tintype portrait of Chiang Kaishek on it with the blue enameled rays.

I thought it was Japanese with a "wa" character for Peace or Harmony. Turns out it's "Attach here" and "this end up"? Go figure. I have seen those Chiang Kaishek medals with the picture center... very similar.
It came with another pin which looks vaguely like a Japanese chrysanthemum That's what made me think the enamel badge was Japanese.
