              1. A tag for baggage or gear (probably the only only one of the 4 that may be an actual military item, but I can't read the back)
              2. A kit for testing blood type
              3. A picture in a frame
              4. A lady's hair ornament

                obverse:

                中島用
                Nakajima Yoh
                For Nakajima

                reverse:

                Akibonzan -- Person

And I'm really-really guessing at "Akibonzan" (or Shyubonzan?). I'm sure I've got the pronunciation wrong. The three kanji individually mean Autumn (秋) - Mediocre (凡) - Mountain (山). Let me caution readers that it is "interesting" when you just look at the individual characters and do not know the context! It is toooo easy to come up with a false conclusion.

actually means "first" or "first class".
= person, direction, or thing (remember "context"???)

                The old classification system:
                (top grade; 1; A)
                (second grade; 2; B)
                (third grade; 3; C)
                (fourth grade; 4; D)

When I googled 火藥庫甲, I got this:

                火藥洲火藥庫
