Order of the Rising Sun banner?

I have this guy that's got this banner he's looking to sell. He wants 60 bucks for it but its got some damage. Some fringe is missing, there is a hole in the silk. I did some research and continued to find banners that said it was Order of the Rising Sun. Is this true? Also, is it worth 60 bucks? I thought it would make a nice display piece. Thanks for the help.

I think it's some civil defense group, but your picture is too small for me to do more than guess at some of the kanji. Anyway, it is not military, and if you like it enough to pay $60, then it is worth $60.
