Although from the late 30s/early 40s, they are streamers for elementary school flags. My elementary/junior high schools in Japan all had such streamers attached to their flags.

It was from a flag given to the winner of a sports tournament. The flag needed to be returned for the games each year, during the opening ceremonies, so the previous winners were recorded on streamers.

          OFW,

          Examples:

Koshi-En [the "World Series" of Japanese HS baseball games] "Pennant":

Asahi Shinbun Sha - donated by the Asahi Newspaper. The earliest streamer is from Taisho 7 (1918)

This one says "Mainichi Shinbun Sha" -- a very expensive embroidered flag donated by the Mainichi Newspaper. Note the high school winner streamers.

High School Baseball Clubs, opening ceremony of the annual competition.

          Koshien

Recent HS kendo club with championship flag

Masahiko Kimura between College Judo championship flags , ca. 1935
