I will have to trust you about the date, but the name on the flag is best known as that of a post war group, a Yakuza/Mafia family. 大日本正義団 Great Japan Justice Group is a fairly unimaginative name, so there might have been a pre-war group also by that name. Seeing the rest of the photo might help.
