Just Guessing .... School / Academy Flag?
Gee! I never saw anything like this sword/flag combination.
The flag reminds me of academy flags. I have a sake cup from the Army Toyama Academy and it has a zig-zag line above an academy star:
(not mine but similar. SOURCE)
Just wondering if it could be a school or academy flag?
