The liner is original, but appears to have possibly been added later. It looks like new on a rather well worn helmet.
I would want to examine the fittings and blades of the rivets which hold the liner in to determine if they have been altered or not.

The shell had areas of rust on the outside and along the inside rim. Someone along the way has taken light sand paper and wet sanded these rusted areas and possibly gone over the entire shell.

Regarding liners, usually they are conformed more to the inside of the helmet . Liner appears original and could be the original liner for that helmet (someone may have taken the liner out to cleanup the shell - did some minor reshaping , then reinserted it) - that's was my first impression.
