1936 May The early straight version was commissioned by the Wounded Veteran's Care Org
It was given to the wounded and the blind
1940 July The above organization was abolished, so the next version was commissioned by
the Ministry of the Army. There were two versions (one with a brown stick for War
Injured and one with a white stick for the blind)
1941 March The navy followed suit and commissioned its own version
The above info comes from the Manufacturer itself. Although the blind ironically got more spot light, other wounds also seem to have qualified. The hair-splitting details of wounds that qualified should be in the archives, but I think I have dug up enough already.
