Gibberish flag? or strange dialect wriring?

Here is a flag that immediately makes me think that its a SeaBee special. It looks like gibberish to my non native eyes. Or is it a strange dialect like Okinawan? some characters look good, while others look ludacris. What do you guys think?

The funny thing here is ..... it looks like the kanji (mostly correct) were brushed by a non-Japanese. The top "heading" is a mystery to me ... funky. But, most (all?) of the Japanese surname/given names are correct (sorry, I can't go back and forth since I'm using a hotel computer) ... but the application of the ink just seems .... foreign. To me, that is

On the far left, some of the katakana say "pohtohkonsutrukushon" [that is: Port Construction] followed on the next line by some foreigner's name?
It looks like "Endore-Poiyaa" [Andre Poiei/Poitier???]

All the Japanese surnames seem correct ...Nishida (but the "nishi" is missing a stroke), Tanaka, Miyata. And the 6:00 o'clock thick kanji read "Yokosuka" if I'm not mistaken.

Perhaps this flag was brushed by a Nisei or euro-American linguist?

    Help, Nick-911! ????????????????????

Unless they recruited retards from an asylum, this is a very labor intensive fake. Most smaller names are real names, but executed by a hand that never learned how to write Japanese. Also many are in the same hand with a totally wrong lean on the kanji.

Thanks Nick! Thanks Guy! I saw some legitimate characters, but the style looked waaaay off. I appreciate the input from you and Guy!
