Badge with Anchor Logo Translation Assistance

Hi Everyone,

I have this interesting tin badge with an anchor, rising sun and Mt Fuji on it and was hoping someone can identify and get the translation of the Kanji. This badge looks similar to the Fuji Bike logo but not sure. Any help is appreciated. Thank you.

That is a membership badge for the Navy League, a propaganda organisation that tried to create a pro-navy public opinion much in the same way the veteran's association became a propaganda platform for the army. The vet association was actually an army/navy organisation, but the overwhelming presence of the army in numbers gave sole voice to the army. Having decided that the navy also needed to shape public opinion, they actively recruited for the Navy League in the 30s. Japan's retreat from the international armament reduction activities at that time was made possible through such manipulation of the public.
