Unknown Japanese Badge

Hello,

I was wondering if someone could help me identify this badge? It looks like the Tokyo Arsenal symbol but obviously a little different. I know that on training rifles I have seen similar symbols but I am just not sure. So any help that someone can give would he more info than I have.

Most likely a badge for some teacher's association, not military. The character in the middle means "to teach" or "teachings"

There were limited amounts of Jinsen type 38 rifles that were used as training aids. They never had mums but are stamped with same kanji as pin "To Teach".

May have come off a school hat,that are usually in dark blue black color.
