Medal Translation Please

I have no idea what type of medal this is. I was thinking a Kendo sport medal. I can tell its dated 1939 but know nothing else about what it says. Hoping someone could spill some light on this medal as to what it is. Thanks to all in advance.

I'm used to the modern "rengo" 連合 instead of the older 聯合... I'm still learning.

So, would an accurate translation be similar to:
