the rig looks cheaply made but it may just be a late war rig , ive never owned one or much less looked at one like it .

I agree. It looks like a late war tsuka and an earlier period scabbard. Can't tell much about the blade although it is likely machine made rather than traditionally forged.

Its simulated rayskin on the handle and there is real sharkskind on the scabbard.
Middle - late war.

Its okay ,but missing the wire.

Shark skin was still cheaper than ray skin in the war , so not nessesary a postwar put together.
How does blade fit in scabbard, does it rattle? Is blade shorter than inside scabbard?

thanks for the help guys i would have passed on it thinking it was a repo . cannot find a past sale to go by for a value but im sure its worth a 100 $
