No idea but that's the Navy flag so I'll start there till I can work on the kanji.

Looks like some GI pseudo-kanji to enhance it's trade value to the troops in the rear. So very likely they added the flag too.

Actually the writing is OK; it is a form of stencil-like application of Kanji, making it look different.
It says tourniquet, the sling-type for broken arms.
