Strange Navy Seppa marking

Anyone have any idea why this seppa would have the "T.E.C" marking?

Thanks Stu! I am learning that all the different markings on these swords can be a chore to identify. There are markings everywhere! Stamped and even in paint and ink. It would be easy to spend a lifetime trying to learn it all. The "T.E.C" marking seemed to be the friendliest marking to me.
