Help with Veteran Pin kanji

I received a small group of medals attributed to one Japanese veteran and this one was one of them. I cannot find a similar pin on Google searches and I can't read kanji. I know the reverse has a small hallmark indicating "pure silver". The rest is a mystery to me. Any help is appreciated as to what this is and approximate value. Regards.

A badge from the Great Japan Sumo Association.　That name was used between 1928 and 1966. Early post war is my guess.
