        Ed, I have a practice bomb that has the same tag. I look at Japanese kanji and only see chicken scratches, but our tags look identical.
        Mine was translated by member "Edokko" on gunboards.com and all translation credits are to go to him.

        It reads:
        Side 1: Caution. After installing bomb on aircraft bomb rack, this is to be gently removed immediately prior to aircraft takeoff and carried by the aircraft crew.
        Side 2 : Caution. When bomb is returned unreleased, this safety pin is to be reattached before the bomb is uninstalled off of aircraft bomb rack.

            Be sure to twirl the props after you pull the pin for the full effect
